SEE is a simple approach to accurate software sizing by non-engineering personnel. SEE is not dependent on detailed requirements that are generally not available during acquisition and program planning phases.
SEEDA/SDE (Software Development Evaluation) 
Software development metrics collection and evaluation are key to being able to keep programs within schedule and cost. SDE provides management with the capability to be proactive by continuously monitoring development status. SDE is unique in that it makes recommendation to optimize resource utilization and identifies those parameters that require adjusting in order to keep programs on track.
